iPhone 8 & rearrange apps problem with iOS 13

Since iOS 13 update for my iPhone 8 I have problem for moving apps. When I press any app to move it and select rearrange apps and apps wiggle I move the app then app stuck on that place and not move. I tried to reset iPhone 2 times after each update but the problem not solved. please see the video attached. I'm now on iOS 13.1.3 with the same problem.

Solved by going to Settings > Accessibility > Zoom and turn off zoom (first option). Thanks Lawrence for the hint.

It's a bug in iOS 13. The workaround is to go to Settings/Display & Brightness, scroll to the bottom and tap View and change it from Zoomed to Standard.
