How do I mark my iPhone as lost if I didn’t turn on the find my app

My iPhone was stolen the guy was supposed to fix it and asked for the password so it no longer needed to be fixed since I wouldn’t give it to him now he doesn’t wanna give me my phone back so I never set up the find me app since it was my son’s phone how do I mark it as lost so it can’t be used unless I get it back?
