We can't get incoming FaceTime calls from our iPhone to also show up on our new iPad like they would on the previous iPad and cannot figure out what is wrong.

Can you please elaborate more on your question? Do you receive an error message? Are you able to sign into FaceTime? Does the iPad ring when you attempt to call it?
The ipad does not ring, the previous ipad did ring when the iphone had an incoming call. There is no error message, we can make a FaceTime call out from the ipad but with someone tries a facetime call only the phone rings.

Try signing out of FaceTime in Settings > FaceTime then sign back in.

We recently bought a new iPad in sept 2019, it is an A1893 model and for some reason we cannot seem to set up FaceTime to work when receiving a FaceTime call on the iPhone that is paired to this iPad. Pictures and iMessages work but not FaceTime
