Issues unlocking iphone SE

I am trying to unlock my iphone SE as I forgot my passcode and at the moment there is no SIM card in it. Could you please help me with that? I have currently changed my phone and now I am using 6s, the one I am trying to unlock is SE.

You need a SIM card in the phone to activate it. The card only needs to be in the phone during the recovery process; it can be removed once the phone is restored. And it can even be a deactivated SIM as long as it is for the carrier the phone is locked to if the phone is SIM locked.
