an update is required to use mobile data

Went to the apple store on the weekend with my broken iphone 8, had apple care so they replaced my phone but now it comes up with no mobile data unless i update.

I updated everything but still didn't work, i then restored my iphone but now it won't even set up and says i need an update to do anything.
