Safari downgrade

I upgraded to Catalina and had all sorts of problems with apps (my computer finally froze) so I ended up going to the apple store to get it back to mojabe. I used my back up and got all my apps back but... safari stayed at the 10.15 version so is unusable. How do I downgrade safari back to one that mojabe can use?

MacBook Pro 13", macOS 10.12

Why would the re-install be different from the fresh install of Mojave when downgrading from Catalina? The downgrade itself was an ordeal (necessitated by the breaking of Adobe apps). I don't want to waste time with re-installing Mojave again unless it will definitely work. Any reason to not just use Chrome until Catalina is worth upgrading to?

The reason I ended up with the new version of safari I'm guessing is because I did my last time machine after I had downloaded Catalina. So when I reloaded my data into the reformated Mojave for some reason I did not get the Mojave version. So re-installing will probably just give me the same problem. I like safari and would prefer having it but I guess I can live with Chrome.
