Not necessarily. A VPN is a legitimate service if needed. But, installing it because your cousin has it is pointless. I suspect your cousin has absolutely no idea why they installed a VPN service. As to whether the one you ask about is a hack, I have no idea, because like the vast majority of people, I have no need for a VPN.
