Swipe up bar won't disappear

So I got my iphone yesterday, today the swipe bar randomly showed up and wont disappear when using any app. On the home page its not there, but is on the lock screen and in apps.

I reset the phone, and hard reset it but still nothing.

Am I going crazy and its always been there, or its not supposed to and how do I get rid of it
