FaceTime HD camera does not work properly on Boot Camp

I am using Windows 10 1809 via Bootcamp on macOS Mojave. FaceTime HD camera on Windows shows black screen, while Windows device manager says that "the device works properly". On macOS Mojave camera works perfect.

I tried to reboot in Mac and use the Bootcamp assistant to download another, more up-to-date copy of the windows support software. Then I rebooted into Windows and updated Boot Camp software from the USB device. It did not help. The camera still shows black screen and the OS "Windows" tells the camera works fine.

I would be grateful if you could help me.

Nice.

When the hard drive is plugged on Mac booted in Windows Wi-Fi and Bluetooth turn off. I was told in the local service center that this drive consumes a lot of energy and there is not enough power to supply Wi-Fi and Bluetooth adapters.

This is incorrect. You can see the charging needs in About This Mac -> System Report -> USB. What type of a drive do you have? Does it have an external power supply?

I holded power-shift-control-option for 10 seconds, nothing happened. After a half of minute MacBook turned on itself. I logged into Windows and nothing changed: the camera shows black screen. Have I done SMC reset properly?

I have tested all cases.

macOS no hard drive: camera good, Wi-Fi good, Bluetooth good.

macOS with hard drive: camera good, Wi-Fi bad, Bluetooth bad.

Windows no hard drive: camera bad, Wi-Fi good, Bluetooth good.

Windows with hard drive: camera bad, Wi-Fi bad, Bluetooth bad.

Where can I find Bootcamp.xml file?

It is in the BC drivers package. See Download and install Windows support software on your Mac - Apple Support for reference.

Normally, the drivers are updated using Apple Software Update in Windows, after the initial installation. It is very rare to get an updated BC drivers package, which differs from the original used during the installation of Windows.

I do not have a 2017 MBP, but my test on a 2018 MBP works. Hence my question about the version of drivers. The drivers are the same, so we just need to verify the Product version from the XML file.
