By "import abbs iOS's" are you asking if you can import iOS apps into macOS Mojave? If so, then the answer is no.
As far as keyboard settings, I don't believe there is a method to either export or import them.

In OS X's Keyboard setting, I can specify abbs to be expanded to full sentences (ex: tia for Thanks in advance.). I have a full TextExpander library of these abbs.
Is it possible to import them into OS X'keyboard settings ?

Sorry, no experience with TextExpander. Perhaps their support would be able to help.
Could you give a specific example of what you want to do? It's not very clear what settings you are talking about or where you want them to be imported from/to.
I don’t really think that TextExpander will help me with that one. Apple would be the one to do that.
At least they might tell you where TextExpander strings are stored, which would be a first step.
