My apple I tunes says it’s been disabled how do I fix this so I can upgrade my apps and get apps and pay for my Apple Music

Contact iTunes Support in the country where you live (and which is therefore the country on the account) and see if they can/will re-enable it : If you see a message that says 'Your account has been disabled in the App Store and iTunes’
