Unlocking Locked iPhone 7

I have an old iPhone 7 which is completly locked. I have connected it to my MacBook Pro which has the Mac OS Catalina Beta 10.5. However, I cannot download iTunes to fix my phone for some reason.

If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support

Turn off Activation Lock - Apple Support

There is no more app called iTunes on Catalina.
