When I plug my power cord into my 2016 MacBook Pro (on either side) my computer starts making the sound it makes when I ask it to do something it can't do. The chime sound. It keeps going until I unplug it. Does that mean my power cord is dead?

I would first try resetting the SMC https://support.apple.com/en-us/HT201295
and see if anything changes.

If none of this helps, then you will need to take the laptop, charger & cables to Apple or an Apple Authorized Service Provider to be examined.
