Not if your MacBook Pro is newer than 2012 and has a retina display.

When you make the initial online purchase of a new Mac you can specify how much RAM you would like then it is manufactured with your specified amount of RAM.

You do not say what exact Mac /model /year /size /retina /touchbar is this ???

Since the newer Macs are point of purchase only, then RAM upgrade path is buy a new machine that ships with 16GB. So the answers for new Macs — yes—sell your 8GB machine, buy a 16GB machine.
