If you’re using messages in iCloud, deletions are permanent (Keep all your messages in iCloud - Apple Support)

If not using messages in iCloud, then messages would be part of your iCloud or iTunes backup. So as long as you have not backed up since deleting the messages, you could restore your entire device from backup to recover those messages. However, if your device has backed up since those message were deleted, then they would no longer be in your backup file.
