What happened when you followed the instructions in the link posted by Skydiver? What was the exact place in the procedure that stopped you?
Apple will not unlock it for you. The activation lock is meant to be a theft deterrent system so they will not turn it off for just anyone or any reason.
There is a RUMOR that if you have the original receipt and take that into an apple store they may choose to wipe the device for you, but it’s not a documented procedure and something each manager can do at their discretion. Basically if you can prove you are the legitimate owner they may wipe it to allow you to use the device, but they will not allow you to unlock it to access info.

It is in that article. If you cannot remember the Apple ID used to set up the device then it is useless. It is worthless and all you can do is recycle it responsibly.

You contact the authority that collects your household waste for advise.
You can take it into an apple store an they will recycle it for you. If you’re in the US, Best Buy will. Goodwill says they do as well.
just google electronic’s recycling and see what’s in your area.
What’s available varies from town to town so no one can tell you specifically what to do
