Update Apple ID Settings
Whenever I open System Preferences it says me to update Apple ID settings and then it asks for password .
After 2-3 seconds it says Preferences Error.

I understand from your post that after updating your Mac to macOS Catalina, you are unable to log in with your Apple ID as you are getting an error saying, "Preferences Error There was an error in Apple ID preferences." I recommend testing the issue while your Mac is in safe mode and/or in a new user account. This will help determine the cause of the issue.
