Found Activation Locked Phone

I found an iPhone and can't get Apple support to tell me who owns it. Their advice was to "keep it."

But... I can't get past the Activation Lock to use it. What can I do with it? I'd love to return it to whomever owns it. I'd rather not send it to the landfill.
