What do you mean 'not on'? If you have an @icloud.com address and were previously a member of MobileMe then you should have an @me.com address and it should still be working. What happens if someone sends you a message to that address? It should turn up in the inbox alongside any messages to the iCloud address. You should also have the option to choose that as the 'From' address when sending. Carry out some tests and see whether it is in fact working. If it isn't, you will need to contact Support.
