I have an iPad Air with iOS 12 installed. I do not have any updates and it makes me wonder if this device will not be allowed to update with iOS 13?

Can iOS 13 be loaded onto iPad Air?

No. The iPad Air cannot be updated to iOS 13. These are the compatible devices.
