HEIC on iPhone SE iOS 13.1.3 with no option in Settings/Camera to change to jpg

For many months mages created on my iPhone SE have been saved as HEIC. There is no option (that I have found) which will allow me to make a change in Settings/Camera regarding "Most Comparable" format. I have been converting the HEIC images to jpgs with no difficulty but I would prefer to make a change so that the jpg form is my "default" setting.

you may need to erase your phone and set it up as new. Make sure you are using the latest iOS update.
