The only way to remove the activation lock is to use the credentials of the person that set the device up in the first place. If you don’t have that capability, and if you don’t have the original receipt that shows that the device belongs to you, there is nothing that you can do.
If you have the receipt, take the iPad and the receipt to an Apple Store and ask for their help.
