iCloud

So recently I backed up my iCloud through my iPhone 7+ and restored the back up on my iPhone 11 and after that I deleted several notes from my Notes app from the iPhone 7+. Now I tried to restore the notes I deleted from my iCloud account and in the Notes app folder there is no recently deleted folder. Can I somehow restore those notes I deleted?
