View photos in a given Finder folder

Only if they are grouped together in an album in the Photos library. As for referenced libraries have you red this user tip: Disadvantages of a Referenced Library in Photos for Mac. You should consider the recommendations made in the tip.
Whether the photo is reference or managed has nothing to do with its ability to be shared.
You can create a public shared album and send the URL to those you want to see it. It's extremely unlikely someone will stumble across the site because the URL is so obtuse.
Or you can use a photo sharing site like Flickr or SmugMug.
No, but maybe. If you were to reimport the top folder holding the folders of image file into the library (as referenced files) with the option to maintain folder organization each folder
you would keep the folder organization you originally had and be able to view and know what folder they were in. See this animated screenshot:

Thanks for the reply. Yes, I have read the link you sent. Unfortunately I need to share my photos with both Windows and Linux systems, so as far as I know, referenced files is the only way to go. Photos is very intollerant of changes made outside of it so I have been making the additions/deletions from within. I had been using Google Picasa on Windows and MacOS with great success until both Google discontinued support for it and Catalina as well (no more 32-bit apps). Not an old toad, but an old fart, stuck in my ways. I'm thinking Google Photos is the way forward, very open to suggestions.
Urg... Obviously I was unclear when I mentioned "share". I have a folder of photos that is accessed by MacOS, Windows and Linux. Not necessarily a single folder that is shared, but replicated between these systems.
Regardless of the "sharing" aspect, my original question stands. My photos are all located in folders outside of the Photos library (referenced). I have several folders that I would like to delete. Sure, I can easily delete the folders outside of Photos, but doing so would corrupt the Photos library. Thus my question, is it possible in Photos to view all photos in a specific Finder folder, whereby I could select all and delete?

I reread your suggestion and somehow initially missed the part about "Keep Folder Organization". Created a new library using your suggestion and now I pretty much have what I want.
