Zoom enabled

Zoom enabled keeps popping up over and over. I don’t understand why. I know I can disable zoom in setting which isn’t an answer. It is an accessibility feature which I use and need. So when I try to find a Solution it is not helpful to be told to go into settings and disable it. Does anybody know why it keeps happening and how to fix it other than turn off the feature? This happens on my iPad. This happens on my iPhone 6s Plus. This happens on my iPhone XR. It has been happening on My iPhone 6s Plus and even my iPhone 5 for years.

This has been happening to me since the last update. It is so irritating! The “zoom enable” message is in a large black box that covers the content that I am trying to read. It does NOT appear when I tap with three fingers, but when I am scrolling, like when I am trying to read. I want and need the zoom feature to be enabled. I don’t want to turn it off. I just want to turn off the freaking message that covers my screen multiple times each article I try to read telling me that the zoom is enabled. Yes. I know. You just told me 10 SECONDS AGO. Why does this even exist? Whoever wrote this code needs to make it go away immediately!
