I recently tried purchasing a app threw AT&T called secure family and canceled it once i called AT&T and they told me that Apple phones are no longer allowed to benefit from the app when i have a 13 year old daughter that i have to monitor and control calls especially during school hours. Does Apple offer anything to parents that the At&T Secure Family did like for example time limits , Content Filters?

Yes. Apple offers Screen Time, either directly on the child's device or controlled via Family Sharing from the parents device.

There's no option to set more than one time frame during a day for screen time and limitations no.


If you want to set different things for different time periods you need to do so manually.


As Idris points out Secure Family appears to still be available for iPhones however: ‎AT&T Secure Family™ on the App Store


Not sure what the AT&T rep meant by "iPhones are not allowed to benefit". You can download the app and subscribe to its service. Don't see anything stopping you from doing that.
