I'm holding off updating my 2018 Mac Mini to Catalina till:
1) I finish exporting all my Lightroom Classic photos so I don't lose meta data, exif, and edits,
2) They say that updating won't break my Sonnet eGPU/RX580 configuration
I didn't know that I shouldn't update my iPhoneX to 13.1.3 because it won't sync with Mojave.
Bummer.

No cigars to hand out after the big update to 10.14.6 Supplemental Update 2. Still could not sync. It claimed I still needed to install an update.
It didn't say what update it was going to install. I cannot take the Catalina update yet, and have set up to ignore the Catalina update, so I took a chance on this nondescript update, and clicked install now.
It installed an iTunes update, and now iTunes can sync.

The update they want me to install is not Catalina - I'll take it now:
IOS 13 will sync with Mojave using itunes
IOS 13 will sync with Catalina using Finder
Correct.
If you had posted that message earlier we could have told you to update itunes
ouch - After Update, iPhone Sync Requires Catalina. Now they tell me!
