I just got the iphone 11 pro max yesterday and many of the apps that transferred to my new phone from my iphone 6 are not downloading and are stuck on "waiting". I've tried several fixes like rebooting the phone, signing out then back into the app store but nothing works.

It sounds like your apps haven't finished installing, and I want to help.
Let's check the status of your iCloud restore from backup. Tap Settings > [your name] > iCloud > iCloud Backup. Then check to see if the device is restoring from an iCloud backup. If it is, you'll see a message that says, "This [device] is currently being restored and will automatically back up when it is done."
If it seems like the restore is otherwise complete, let's try stopping the restore and restarting to see if your apps finish loading.
