why wont my late 2013 imac upgrade to Catalina
I keep getting the message ' your mac is up to date' with Mojave.
My iMac is late 2013... which should be eligible for Catalina.
What's the issue??

Try to “open the macOS Catalina page on the App Store: Get macOS Catalina”, and “click the Get button or iCloud download icon”?
I’d wait on Catalina 10.15.1 or 10.15.2 then, but if you’re still inclined to press onward and upgrade and not to take this as a hint, make a couple of complete and external backups, and disconnect everything USB or otherwise external, and then try to brute-force upgrade it: How to reinstall macOS from macOS Recovery - Apple Support. This using the Option-⌘-R path. This approach per a posting from an Apple rep.
As I said, this was not the first comment of this type I have seen. Maybe take the computer to an Apple Store and see if they can get it to update (and if they can, tell us what they did).
I don't know the reason or solution but yours is not the first post of this kind I have seen.
