Trying to remove activation lock but it says the Apple ID cannot be used to unlock

I am providing the Apple ID and pass which was linked to my older iPhone to unlock the activation lock but it says the Apple ID cannot be used to unlock.I have tried many other alternate IDs but none responds.Therefore I believe it’s an error so I need support to know what can I do further to unlock?I also removed it from my iCloud before erasing so why is it still linked?I have also restarted it several times but the same happens also I have linked it with my newer iPhone to transfer the informations but still nothing happens.Please help me get rid of this issue!

I did click but the options are not possible in my region! I can only get access to my carrier which is not worth it according to my issue.I also tried to call but it wasn’t possible and Is there any way to chat or email any Apple support for my issue as my region is not offering me the best possible solution?Man thanks for the replies and I hope you can give me the best possible solution.If needed you can chat with Apple for my issue with my serial number as I am not being able to do anything at the moment!
