I bought a new Apple watch. It will not sync with my ipad. HELP

How do I sync my new Apple watch 5 to my iPad? I do not have an Apple mobile phone.

Or am I taking the watch back?

You don't.

The watch requires an iPhone.

Since an Apple Watch will only pair with a compatible iPhone, it appears as if you will be returning the watch. The return period if purchased from Apple is 14 days.

I would take the purchase receipt, and the watch back to where I purchased the watch.
