Severe Battery Drain after update to 13.1.3 IPad Pro

I’m experiencing a significant battery drain after the update. I use this iPad for flight support in my plane the only app running is Fore Flight, gps also disabled. I use to get approximately 6 hrs. Running before battery low. I now get 1 hr before I need to plug it in.

Ive used all the battery saver options with still the same results.

My home iPad has also the same significant battery drain with safari showing the largest drain even when idle.

Is there a way to revert back to iOS 12 I did not have issues with 12.

Apple does not support downgrading of iOS. However, if you just updated these devices, then it will take 24-48 hours for system and other files to update and re-index. The iPad will usually finish re-configuring by that time and the battery usage will settle down. I've updated my iPad Pro 11, and while I don't run an app like you describe, I use it at school for note taking while I'm dealing with students. I've not noticed any significant change in battery usage. You can check which app may be using significant battery in Settings. Try troubleshooting that app, or do a force restart of the iPad and see if that helps.
