Siri remote touchpad not working after pairing game controller

After pairing a game controller, the Siri remote's touchpad stops working. This continues even after the game controller is turned off.

Reproduction:

Go to settings, pair a game controller
Siri remote touchpad doesn't work.
Turn game controller off.
Touchpad still doesn't work
Press [menu] on remote to go back to apple tv main screen. Touchpad may work in main screen only.
Go back to settings. Touchpad does not work here.
