Voice Control box keeps unchecking itself and won't enable

I just upgraded to Catalina. In System Prefs. I went to Accessibility and "enable" Voice Control ck box. It asked for Admin password which I entered and the box is checked. The admin password is correct and it accepts it. Within a few seconds the Enable Voice Box unchecked itself and it doesn't work. I've tried multiple times. The mic works and has been set to both automatic as well as Internal. The box just uncheck. I have waited to see if it needed the download but never saw that but may have missed it. Either way several attempts and no go. OS is all up-to-date. Thoughts?

I and other folks have the same problem. I keep checking back in communities whether anyone addressed this but haven't seen a solution posted yet. It appears that Voice Control won't download. Without the download initiating, the box just unchecks itself moments later. The mic icon never shows up. I too have confirmed that my mic works and tried to enable it in safe mode as well without success.

I also have this problem and posted a request for help. I received a response suggesting that I try logging on with a different or preferably a new user ID on my MacBook Pro. I did and indeed it worked. Downloaded and all. When I asked what I needed to do to fix on my normal user ID the response I got was to contact Apple suppport.
