No, but it will try very hard to get you to agree to letting it be done. It will, for example, automatically download the updater files. Also be careful if it asks if you want it to update. If you say "later" that does not mean "Later when I tell you to" it may mean "Okay, when I am sleeping tonight". An update sneaked onto my phone that way. I can't remember how I prevented it in the end (I rarely turn on my phone) but I remember deleting the updater file it had stored on my phone.
