Hi, I have just selected to update my phone to the new IOS 13.1. I started this around 2 hours ago. It is still loading? Its not turning off or on and hasn't updated as of yet. I'm confused as prior to this it was connected to the internet and charging. Any insight on how I can stop this?

You fell into Apple's trap. You are trying to install 13.1.1 after the release of 13.1.2. Apple's update servers don't know how to tell you of this problem; they only know how to freeze up. You need to cancel this update and ask for a new one.
