Thanks for visiting the Apple Support Communities. I believe you are asking if there is a way to check if a device is locked to a provider, is this correct?
To check the current carrier, use Settings: Update your carrier settings on your iPhone or iPad - Apple Support
"To see the version of carrier settings on your device, tap Settings > General > About and look next to Carrier. To see additional carrier information, tap the version number."
If the device is unlocked, when you enter a new SIM card, depending on your providers and how they are set up on the network, the device should work. Contact your provider for help setting up the device.
