What happened to the “whoosh” sound when emails are sent?

Settings > Sound > Sent Mail > Alert Tones > Classic > Swoosh (Default)

where is the whoosh sound in my email? When I send an email now, I get dead silence. I want the whoosh back. Did Apple do something so that all Mac owners are equally affected? It is beyond me how to fix it. They say go to settings, I can't find settings. They say go to notifications, I can't find notifications. Just when I think I've gotten something figured out, it throws me a curve and it all becomes rocket science to me again as to how to fix something.
