You can, but you won't be able to share data via iCloud. You can try setting up Family Sharing between the 2 IDs if you want to be able to share purchases made with the IDs.

You can. This is what my husband does. I'm not sure why he does that.

But—Your devices won't sync if you use different Apple IDs, & you won't be able to use handoff with them.

You will, however, have 2 iCloud accounts with 5 free GB of storage. That may be useful.
