I’ve recently upgraded my iPad to iOS 13 and noticed my undocked keyboard appears different. When I press and hold the keyboard on the bottom right it only gives me the option saying “floating”. There is not “split” or “undock” option.
Also, when the keyboard is in floating mode the caps and shift button are enlarged and overlay the rest of the letters making it hard to type.
Okay, that makes sense then.
Also, I restarted my iPad and that seemed to get rid fo the glitch where enlarged buttons were blocking each other.

Try resetting iPad's settings in Settings > General > Reset > Reset All Settings. Be certain you do not select Erase All Content and Settings as this will erase all of your information. It is a good idea to perform a backup of your iPad prior to resetting its settings.

iPad Pro 11-Inch and iPad Pro 12.9-Inch do not support Split Keyboard.
I have the iPad Pro 11 however I do not see the split keyboard option in the settings.
If you don’t see the Split Keyboard option on an iPad that supports it, you should check a key setting:
Settings > General > Keyboard > Split Keyboard - toggle to ON
If not set to ON, Split Keyboard features are hidden.
iPad keyboard does not give option to split and when it is undocked the keys overlap eachother
