my child is 14 years old, and I can’t set up an apple id for her as a child because she is over 13, and she cant set up an apple id account for herself because she is under 16. How do you set up an apple id account for a child of 14 or 15?

Why can't you create an account, what happens ? I've just tried on http://appleid.apple.com and it let me enter a DoB for 14 for here in the UK
Child accounts (under 13, though the age might vary by country) can only exist as part of a Family Share
In the family share for under 13s I can’t enter the date. In the appleid page we can enter the correct birthday but it won’t allow the account. It says to go to family sharing and open a child account. There must be some way I can give permission for an account For a teen but I don’t see it.
