Before going the full blown re-install route, I would first try resetting the NVRAM and then Safe Mode.
to reset the NVRAM, see > Reset NVRAM or PRAM on your Mac - Apple Support
then > Use safe mode to isolate issues with your Mac - Apple Support

Try starting whilst depressing the 'Command' and 'R' keys and reinstall your operating system.
