can't update ipad 4 to 10.3.4

My ipad 4 does not see the ios update 10.3.4 I've tried going into itunes and itunes tells me that I have 10.3.3 and it is up to date. How do I get 10.3.4 onto my device

Ok digging a little deeper it appears that contrary to a lot of articles, 10.3.4 is only required for an ipad 4 with wifi and cellular. If this is incorrect, please let me know.
