Cannot update iPad 2 to iOS 9.3.6

How do I upgrade my software on my iPad 2 to the minimum of iOS 9.3.6? It says it’s already up to date with .5. But I’ll lose functionality as of this weekend on it.

Windows, Windows 6

The iPad 2 GSM (AT&T 3G) is not affected by the GPS issue.

Only the CDMA model for Verizon is affected and requires the update. This is due to the different cellular hardware in each model.

From the Update your iPhone or iPad software to avoid issues with location - Apple Support document:

iPad 2 Wi-Fi + Cellular (CDMA models only)

The model MC775LL/A is for a GSM 3G AT&T model.

I have the CDMA version but canceled the cellular service long ago. I’m seeing the same inability to install. The install now working indicator spins for some time and then just stops. If you’re not using the CDMA capability (Only using the device on Wi-Fi) and don’t actually even have cellular service, would it still be necessary or even beneficial to have the update?
