iOS 13.1.2 stuck on “update requested”
Has been like this for most of the day. How do I fix it? I tried all the suggestions on the support page but nothing worked.

Have you considered using a computer to accomplish the update?
If that is not possible, be sure to use the "Contact Apple Support" link at the bottom of that Support Article.
