iPhone SE after upgrade to ios 13 stuck at apple logo

I tried to update my iphone SE to IOS 13 today to the latest version (13.2). I tried OTA upgrade through settings app. But after upgrade my iphone is stuck at apple logo with white background.

My iphone SE was running 10.3.2 before running the upgrade. The phone was charging while the update was being done.

I rebooted the phone (power+home button) multiple times, without success.

After the phone didn't reboot, I connected the put the phone to windows laptop and put it in DFU mode. Itunes came up with below message:

I clicked 'Restore iphone' but it didn't do anything.

Not sure what next to try?
