How to disable bluetooth discoverability

Bluetooth always shows as "discoverable" when I option click the Bluetooth icon on the menu bar.

I have tried resetting Bluetooth, removing .plists, etc., it still shows "discoverable", and I get pairing requests from unknown devices which is an annoyance even if I deny these requests.

Any ideas on how to turn OFF discoverability for Bluetooth?
