Why can't I change my video settings from the camera app with iPhone Xs on 13.2?

Come on — I have to upgrade to 11 to get to change the setting?

Set iPhone camera to 16:9 default on iOS 15 Various “tips” say that I can make this the default by going to Settings > Camera > Preserve Settings > Camera Mode But, nope, that doesn’t work for me. I turn that “preserve settings” mode on, take a picture, and then next time I open the camera app the aspect ratio is back to 4:3. I have iOS 15.2. Is this something that no longer works? Have the same issue on my Xs Max. This is ridiculous if they expect us to upgrade to be able to change the setting. -.-
