Location Services grayed out

I have an iPhone 6 running iOS 12.1.4 (16D57). I need to change the Location Services for some of my apps, but are unable to turn Location Services on or off because it is grayed out in Settings>Privacy>Location Services.

I followed the recommendations from a previous post to go to Settings>General>Restrictions to check that it is not blocked from there, however, I cannot find the Restrictions menu item on my phone.

What can I do to recover the Restrictions menu item so I can again use Location Services settings?

Is it grayed out to the off or on position?

You need to look into Screen Time for restrictions.

It's grayed out in the on position, and I can see the location services item for individual apps, however, they're grayed out and when I tap on them, nothing happens.

What is Screen Time and how do I find it?

Thanks Deggie, that solved the problem.

I'm going to upgrade to new iPhone soon, so I didn't see the need to upgrade iOS. Also, after last upgrade, I started having problems with touch screen being unresponsive. I don't want to have any other issues come up.

Settings > Screen Time

Restrictions are now located there.

Is there a reason you are on 12.1.4?
