I have an iPhone 5c and am running iOS 10.3.3. According to settings, my software is up-to-date and there are no updates available. Why doesn't 10.3.4 show up to download?

Because you have the 5c, not the 5. That's not the same phone, iPhone 5 is from 2012 and affected by this issue, iPhone 5c is from 2013 and has an updated GPS module (same reciever as the 5s) where the bug isn't existant, so there is no need for a 10.3.4 on a 5c phone.
